Opatija is a small city with no airport, so you have two options: regular bus lines or renting a vehicle or only a seat in a vehicle.
REGULAR BUS LINES
Arriving to Rijeka airport? You can take the airport bus leaving 30 minutes after each flight. The bus stops in Kraljevica, Rijeka and Opatija. Check their website for a more detailed info on the bus and tickets.
Arriving to Zagreb airport? You can take the airport bus to Rijeka, and from Rijeka you can catch a bus to Opatija in no time since there are plenty of options available and it's only a 30 minutes ride. Check out the Croatia Airlines website for more details on the bus and fares.
